FIFA Unveils $20 Billion Commercial Venture, Plans to Sell Minority Stake in World Cup Business

FIFA has announced plans to establish a new commercial company valued at about $20 billion as it seeks fresh investment to expand football development around the world.

The proposed company, known as FIFA Forward Enterprise (FFE), will manage the commercial rights of FIFA’s major competitions, including the FIFA World Cup.

Under the proposal, FIFA intends to sell up to a 20% minority stake in the new entity to private investors. The governing body estimates the transaction could raise around $4.2 billion.

FIFA President Gianni Infantino said the initiative would generate additional funding for football development without affecting the organization’s control over the sport.

He said FIFA would retain full authority over governance, tournament organization and sporting decisions.

According to FIFA, the investment would help strengthen football development programmes across its 211 member associations.

The governing body also believes the additional funding could support infrastructure projects, youth development, grassroots football and other initiatives aimed at growing the game worldwide.

FIFA stressed that investors would hold only a minority interest in the commercial company.

Officials said the arrangement would not give outside investors influence over football regulations or competition management.

UEFA Raises Concerns

The proposal has drawn criticism from UEFA, European football’s governing body.

UEFA questioned the plan and expressed concern about introducing private investment into FIFA’s commercial operations.

Officials argued that football’s governance should remain independent of commercial interests.

They also called for greater transparency before FIFA proceeds with the proposal.

Approval Still Required

The proposal has not yet taken effect. FIFA must first secure approval from its member associations before completing the transaction.

If approved, the deal would represent one of the biggest commercial restructuring projects in the history of international football.

A New Approach to Football Financing

The proposal reflects FIFA’s broader effort to diversify its revenue sources beyond broadcasting rights, sponsorships and tournament income.

Sports business analysts say attracting long-term investors could provide FIFA with additional capital to expand development programs and invest in emerging football markets.

Others believe the governing body must ensure that commercial growth does not undermine transparency, accountability or the integrity of the sport.

Potential Impact on Global Football

If the plan moves forward, FIFA expects the additional investment to strengthen football development across every continent.

The governing body says the funding could help national associations improve coaching, youth development, women’s football, facilities and grassroots programmes.

The proposal also highlights the growing commercial value of global football, particularly the FIFA World Cup, which remains one of the world’s most watched sporting events.

For now, FIFA’s investment plan remains under review.

Member associations will determine whether the organization can proceed with the proposed stake sale and launch its new commercial enterprise.
